Pull the covers off below the steering column. Plastic and then metal cover behind. Look about 8-10 inches to the right of the column for 2 identical relays. The horn relay is on the right. You can swap the 2 but first see if it clicks when you push the horn switch. My rely is ok and the wiring is fine all the way up to the top of hte column then I have no idea! Good luck.

first check the horn relay, if that dosent work your horn switch is probably stuck try checking it!
sounds like it could be the clockwork spring that is in the stering colum you have to remove the stering whell to get at this and it is a dealer only part
The relay for a 1994 Ford Aerostar is located to the right of the steering column under the dash area. There are 4 wires coming in and out of it. The colors of the wires are normally 2 yellow/light blue, 1 dark blue and 1 yellow/light green.

Basically, a "relay" is a switch. When you push the horn button you're triggering the relay which in turn feeds power to the horn.
Most horn buttons provide the ground to energize the horn relay. The horn relay when triggered sends power to the horn.
