On my 96 Ram Van 3500, it is the Glove Box, The Relay Fuse Box is under the hood.
I own a 1994 Ram and i think it would be the same for your '96. Open your driver side door and on the side of your dash will be a removable panel, remove it and you will see a fuse block. The fuse for the buzzer, and the buzzer itself, will be in there.

no it wont you have to have either a 98 or a 99 dodge ram transmission
On a gas engine, it is part of the fuel pump module in the tank. On a diesel, it is on the driver side of the block.

Yes, the transmission from a 1996 Dodge Ram 3.9L will fit into a 1997 Dodge Ram 3.9L. They will both have to be automatic, or manual shift, though.
The auto will not work, they use different control types.
