It's located in the fuel tank. You have to drop the tank to access it. It's a pain, but it can be done, i did it myself in about 2 hours. The only hard part is siphoning out the remaining fuel. You need to remove the partial rubber hose just outside of the tank and insert you siphon there. The fuel filler neck is too long to insert any siphon hose down inside.
I was looking at one of the Ford websites and it shows for a 1994 Mercury Sable ( Motorcraft FG-800-A engine fuel filter , all engines , without flex fuel )

The fuel relay switch is located in the trunk on the left side. There is a hole and a red button behind it.
Under dash drivers side it's like two by one and a half inches
