the screw you are looking for is called the star wheel, it is located under the dipstick in the back of the engine compartment, you will see a plug with an allen head on it, take it off, CAREFULL NOT TO LOOSE THE GASKET/WASHER, turn the wheel towards the motor, it will make sense when you get in there, it loosens the spring you see in there for more fuel , quicker fuel, blah blah blah it makes power =). any more help you need email hondaracerbl@hotmail.com
