passengers side kick panel GM cars use a oil pressure cut off relay to disable the fuel pump. If the vehicle is involved in a crash, this cuts power to the fuel pump when it senses no oil pressure. There is a by pass circuit that will run the fuel pump for a few seconds to allow the car to start. If it doesn't start within this time frame, the pump won't re engage until the engine builds up enough pressure close the relay.
Chevrolet doesn't use inertia switches.
The 1987 Chevrolet Suburban Scottsdale fuel pump relay switch can be found on the firewall in the engine compartment. The fuel pump relay switch will be on the passenger side of the firewall.

There is not a fuel shut off switch on a Chevrolet. Are you sure you aren't getting fuel? You could have a bad fuel pump. While cranking the engine, have someone beat on the bottom of the fuel tank. If it starts you have a bad pump.
