The original answer given by someone else wasn't accurate. It's probably under the dash, but it would be ABOVE the noise guard (knee protector). Not below it. It would likely be between the fuse box and brake, up high above the knee, behind the panel. But to be honest, it's not even there on my 1995 Chrysler concord. So the original answer is definitely wrong.
I have a 2002 and it IS behind the "knee" dash cover, this is removed by opening your fuse access panel on the left end of the dash, then there are 2 screws to be removed, once removed it pops out as it is just snapped into place using clips, it is close to the steering column. On my 2002 i have several relays, only one of which is black and that is the flasher/hazard relay. If you plan on keeping the car and doing alot of work on your own, invest in a chilton manual at your local auto store, it has ALL the steps needed for performing any maintenance on your car. The books run around $25. ( I just replaced that exact relay today)
