I own a 1998 Saturn SL2 and it is located in the plastic fuse box under the hood on the left side of the engine compartment (drivers side).
Your fan moter is pulling to many amps.What this means is when your fan kicks on the power load is so high its burning the points in the relay. Replace the fan moter!
I'm looking for the answer to this problem as well. I've heard people say it could be a relay, which controls the fan's operation. The relay is located under the steering column, left side. Don't quote me on it though.

There is a fuse box under the hood, next to the battery. The fan relay is in there.
You will probably have to remove fan/pulley first to get clearance then just remove fasteners from rad.
Check the underhood fuse box.
The quad module is in the computer.....Most likely the problem is one of the sensors it controls....Most common is cooling fan relay or motor OR EGR solenoid, or Evap purge solenooid
Check the thermal relay for the cooling fan.
The fuse locations are generally under the dash, under the hood or under the rear seat. You can hotwire the fans to the battery to check their operation. Assuming they are fine, there will be a fuse and/or relay and/or a fan relay module that is usually mounted to the body down underneath the motor compartment in relative proximity to the radiator/fans.
