Check the wattage used by the block heater which should be listed on the heater. If it is 2000 watts or less then the generator will run it.
Most diesel engines have a block heater that heats the engine coolant so that the whole engine is warm to make it easier to start on cold mornings because a diesel uses compression heat to ignite the diesel fuel.

I am assuming you're asking about a diesel engine. On my 97 Power Stroke it is located on the drivers side of the engine, just above the oil filter.
Why wouldn't there be? You specifically ask about a 250... as if you know why there is one on a 350... and so on.. If you do, the answer is the same. If you do not, why didn't you ask why there is a block heater plug on diesels in general..
6.0L PSDs usually come with the block heater installed, but no cord. it is located under the starter on the passengers side
