It should be under the dash, next to the steering column. You'll need to remove the kicker panel under the steering wheel to get to it (I believe its only 3 or 4 screws). I can't remember if it's on the left or right side of the column, but if your turn signals are still working, just turn them on and you should hear it clicking.
You are low on refrigerant, google R134a...
Two separate items there. There is a horn fuse and a horn relay. Location can be found in the owners manual.

Inside the steering column. You must remove a cover from the under side of the column and the relay is inside.

The temperature sending unit for a 1995 Chevy Beretta is on the front of the engine. It is between the front of the engine and the radiator inlet/outlet.
then there is a short some where!
In the gas. Of course.
Follow the upper radiator hose to the engine. It is behind there.
