The relay for the power antenna on a 95 Jeep Grand Cherokee is located inside the glove box. You have to remove a panel that is in the "floor" of the glove box and there are several relays in there. There are 6 small relays and 6 large relays, the antenna relay is the top left large relay.

I don't believe there is a relay. When you turn on the power to your radio the antenna should go up and down when you turn off the power. If the antenna is not doing just that, then the antenna motor is bad.
