The neutral switch on a 1965 Chevy Impala is located under the transmission shifter. It detects when the vehicle is in park or neutral and allows the engine to be started.
The neutral safety switch, on your 1993 Chevy Cavalier, is located beneath the shifting column. The switch can be accessed by removing the shifting boot.

The starter relay is integrated into the starter. Have you checked the neutral lockout switch? If the neutral lockout switch is faulty or adjusted wrong the starter will never engage. It could also be that the starter wires are cross-connected. Using a volt meter, make sure you are getting voltage to the starter bendix when you attempt to start the engine. If not, start backtracking to the keyswitch to see where you DO have voltage.
It could be any number of problems. If you can hear the engine cranking but it doesn't start, you have a problem with either fuel delivery, ignition (spark) or compression. If you have all three functioning properly and the engine cranks, it will run. If you can't hear the starter turning the engine, it could be a bad connection, the starter, the neutral lockout switch or the keyswitch.
