I had to replace this part in my 93 sunbird. Its a pain to find. There are two flashers on the lower left side of the steering column. Those are not the ones your looking for. There is another flasher on the right of the steering column. you will have to reach your hand up on the right side and feel around for it. its not visable. You will find it though, just keep feeling around.
Turn signal flasher?
look under the dash and remove the round brass or silver flasher it will say flasher on it and your turn signals should work with out you rewiring them.
The flasher for the turn signals is located on what Chevrolet calls the convenience center. It is located behind the dash to the left of the steering column. It is anything but convenient to get to.
There are two relays, one for the emergency flasher and one for the turn signals. Replace the Flasher Relay for the turn signals, it is defective.

Either the flasher or the turn signal switch is bad.
Same flasher for left and right signals but a different flasher for the emergency flashers.
