The 1999 Oldsmobile Intrigue evaporator case can be found at the bottom of the engine compartment. You can follow the evaporator hose from the air conditioning compressor directly to the evaporator case.
It's probably related to your security system. If that's the case you'll need to take it to a dealer to get it cleared up. I found out after countless hours of working on my sister's Alero that they're Oldsmobile's version of the Edsel.
On the evaporator case.
You must remove the evaporator case from behind the glovebox and disassemble it. The expansion valve is mounted to the evaporator.
It is on the evaporator case and is held in with 2 screws.
If it's for the front evaporator the box is underneath the dash board. You have to completely remove the dashboard in order to remove the evaporator case on a 1996 Town & Country.

CAUTION: Some models are equipped with anti-theft-radio make sure you have the activation code before disconnecting battery * Have the AC system discharged * Disconnect negative battery cable * Working from the engine compartment side of the firewall,disconnect the air conditioning lines from the evaporator inlet and outlet pipes. * Inside the car,remove the dash * Remove the glove box supportbracket * Disconnect the thermostatic switch electrical connector and then diconnect the vacuum line between the door and the heater unit * Remove the upper and lower evaporator case mounting bolts * Remove the evaporator unit from the car * Remove the sponge pad which insulates the evaporator inlet and outlet pipes * Cut the foam that lines the opening on both sides of the evaporator case.Unclip the upper and lower evaporator cases and then separate the upper case from the lower case * Detach the thermostatic switch from the evaporator case and detach the thermistor mounting clip from the evaporator unit,and then remove the thermostatic switch and the thermistor as a single assembly * Remove the evaporator unit from the lower case and then remove the expansion valve assemby from the evaporator

The orfice tube is located in the evaporator inlet tube. There is also an expansion valve in the rear evaporator case.
