The 1999 Chevy Lumina A/C service ports are located on the drivers side of the vehicle in the front, right next to the battery, which is located under the windshield washer reservoir, it will kindof take some contorting to get to it, but that's where GM put it

It is located on the firewall right behind carborator.
facing the car it is on the bottom right side. Turn the vavlve counter clockwise and pull out.

It should be under the air filter, which needs to be removed temporarily to access the low(blue) charge valve.
The Low side A/C port itself is not replaceable. but you can replace the little schrader valve inside of it.. its like taking a valve core out of a valve stem from a tire. but you need a removal tool with a longer shank on it because it sits so low in the fitting.
It is located in the fuel tank. Unless there is an access panel in the trunk or under the rear seat, the tank must be removed in order to install the pump.
Look on top of the engine at the inlet side of the fuel line from the fuel tanj and you will fine a Fuel Pressure Regulator. have it checked. It sound like it is stuck open. It is suppose to open and close to regulate the proper pressure to each of the fuel injectors.
the firing order will be located on the intake usually the aluminum part of the engine on the top you may need a lite to seeit
