I don't believe there is a fan relay in a Pac. The fan is controlled by an electronic circuit inside the air box, right behind the glove box. If your fan is stuck on "High" like mine was a few months ago its an easy fix and costs about $100 for the part from the dealership (the dealer was the cheapest). All you have to do to access it is empty out your glove box, bring it forward past the stops by pressing the sides in, and you will see an electrical connector right behind it held in by 2 10mil screws.
The cooling fan relay on the 2004 Chrysler Sebring is in the engine compartment fuse box. There are actually two cooling fan relays in this fuse box. One is a high speed radiator fan relay and the other is a low speed radiator fan relay.

The ambient air temp sensor that feeds the cooling fan(s) relay on a 2004 pacifica is mounted to the front of the radiator, behind the grill. The cooling fan relay is mounted on the aluminum bumper just in front of the radiator. You'll need to take off the grill to get to the relay, too.
The only thing actually powered in the heating system would be the blower fan. If that's your problem, first check your fuse. If that doesn't solve it, then you'll have to check the wiring for shorts to ground, and the blow motor itself.

Hi and low Relays are Located behind fan shroud, on passenger side looking down from top. There are 2 relays that you pry out from shroud and then carefully pry them apart to replace. My car has different configuration than the one sold by Oreillys.
