There are three catalytic converters on a V6 Mercury Cougar. You have two pre-cats, one on each exhaust manifold, and a main Cat just after the Y pipe. Note, if you are removing or gutting the pre-cats, use MIL eliminators to stop the car from throwing a code.

Our 2000 mercury cougar does not start up and stay running. We were told the catalytic converters went out on the engine. Could this be true!
They are all located in the exhaust system, 2 are between the catalytic converters and the engine, these are also known as "upstream". The other 2 are between the catalytic converters and the muffler(s) also known as downstream.
A little more information please ( model year , engine size ) ( my friends 1967 Mercury Cougar GT with the 390 cubic inch V8 does not have any catalytic converters ) The animal wouldn't have any either.

The check engine light will be on due to the empty catalytic converters not being efficient. On 96 and up vehicles the computer monitors the efficiency of the converters. Not to mention "gutting" a converter is illegal.
Get aftermarket, shouldn't cost no more than 100 each. One on front of manifold, one on back of manifold and one in the back.
