If a vehicle won't start when it rains or is very wet, it is a clear sign that the ignition wire insulation is old and tired. As a test, you can spray the wires and distributor with silicone spray or WD40. These drive off the water and the engine should start. The Dodge intrepid will not start after overheating because it blocks the radiator cap.
When this problem came up with my dodge stratus my husband found that a fuse was blown. We changed our battery and it would not start for us either. but as soon as he fixed some wiring and changed the fuse it was fine.

Do you mean that it will crank and not start or fire when it rains? I do know that in earlier Fords I found to be a common occurrence and that the fix most people do not believe. The spark plug wires will fix the problem in Fords. One can test the high voltage system any way they want and the plug wires will show good. When dealing with 30000 volts (or whatever)you do not know what the high voltage is doing or the way it is acting. Try the cheap part first and change the plug wires.
