Your entire automobile electrical system is grounded to the frame of the vehicle. A loose or corroded ground wire can cause the dash lights to Flickr and the car to stall out.
Be sure that the dash light brightness control switch is not turned off.
the dash and radio lights are supposed to dim when the headlights come on. Make sure you have the brightness of the dash lights turned up as much as possible.

Without knowing make/model, I would say check the panel light fuse. Probably labled "PNL".
Fuse connections. The connectors for the dome light in the fuse panel get loose, you can try and bend them back with a small screwdriver to make the connection again.

your fuse is blown. car manufacturerers make the dash lights go off when the tail light fuse blows so you know it is blown.
Which connection? The dash is in the dash, the tail lights is in the rear hatch area...you can find a wiring diagram and info in a shop manual at the library...you need to make copies as they are reference only...:)
To repair the dash lights on a 1993 Camry, it is best to first check the fuse to make sure it is still operable. If that is OK, check the light bulb to make sure that it is still in working condition.
