Yes. If something doesn't oscillate it does not 'exist' at all.
settings > sounds(or something like that) but if you turn it off there, when someone calls you, the phone wont vibrate unless you turn it back on
If the car is in neutral, you accelerate (press the gas pedal) and the vibrations reduce and even disappear then it's a problem with the clutch. If the car is in neutral and it vibrates regardless of your acceleration, then it's a problem in the gear box. If you're lucky, it's only a faulty bearing that needs to be replaced.
