I just had this problem on my 2005 Impala. My fix was a new thermostat. I also had the symptom of the engine temp swinging from hot to cold.
check to see if the lower spoiler, the one that always hit the curb in the front when you pull up to close to a parking block they are cheep from a dealer and eeasy to replace, if gone car will run hot
absolutely because if the compressor is not engaged then it can not produce cold air.
It could be that you need coolant or it's low.
the cap should have a measuring tab on it ===hot and cold readings

I had the same problem and installed a new Thermostat and fixed both the heat gauge and the heating problem.... Now it is hot air and the gauge works. Dan... Iowa.... W
SOUNDS LIKE THE T-STAT IS STICKING OPEN SOMETIMES -TIME TO REPLACE IT-SHOULD FIX YOUR PROBLEM
Is it an "after-market" radio? It sounds like it was wired to a "hot" terminal that is not controlled by the ignition switch.
