You use gear oil in the standard tranny. According to the 1995 Chevy Camaro Owner's Manual Page 7-50 Part D: Recommended Fluids and Lubricants. Manual Transmissions take "DEXRON -III Automatic Transmission Fluid" http://www.f-bodyhideout.com/techman/1995camaro.pdf

It depends on conditions being tested such as wet/dry, and if the camaro is stock or not. I have 245-50-zr16 tires on my 93 z28, and it doesn't hook up at all until over 35. I would say around 6 seconds, but it seems alot quicker than that. Never actually tried mine before.
Typical Town Car/Crown Vic/Grand Marquis problem. The computer which controls the tranny probably needs to be replaced.
