In order to siphon the fuel out of the tank you need to remove the fill hose from the tank. The hose is difficult to get to but it can be done. Once the fill hose is removed you can then slip your siphon hose into the tank. Try not to allow any dirt to get into the tank during the process.
You have to remove the filler neck and hose from the tank then slip a siphon hose into the tank.
The only way to drain the tank is to remove the filler hose from the side of the tank and siphon from there.

Maybe with a very small hose. There is a spring in the line going to the tank to prevent a normal siphon hose from reaching the tank.
They make an actual siphon hose with a squeeze pump on it. As long as you can get a hose in it, it's not siphon proof. The only siphon proof car is one with a locking gas cap.
