check fuse. they are all conected.
on what model of Chrysler are you replacing a horn on/ make sure its not a fuse or wiring to horn. horn connection is prone to the elements and may corrode. make sure ur getting power to connector before you "DOOM" your horn
Make sure the 1989 Chevrolet Cavalier horn fuse is in working condition. Make sure the positive and ground wires on the horn are tight and free of corrosion.
A loose wire on a 98 Dodge Intrepid car horn will make it stop working. Another reason it may stop working is a blown fuse.

test at the plug in at the horn and see if you have fire if so then yes the horn is bad if not you have other problems, you can also just hook a positive cable and a negative cable to the horn were it plugs in and make it honk,then you no the horn is good .simple yet effective
Either the fuse if blown, the horn is defective, the horn switch is bad, or you have a wiring problem. Also make sure it is solidly grounded.
check your fuses, find the horn and make sure it is not disconnected.start there then disconnect the wiring from the horn and run apazir of wires from battery to horn hot to hot and negative to negative, toouch to battery see if it beeps if it does then it is probavly the horn button in the stearing wheel.

Grab Hold of the Horn button in the center of the wheel and push in and turn counter clockwise until it comes loose. This is generally about a quarter of a turn. If the horn contacts in the center of the steering wheel are bad they will need to be replaced. There are brushes on springs that make contact under the horn button. If the springs or contacts are bad that will explain the horn not working.
