It sounds like the 99 Grand Prix has slippage in the reverse band, or a stopped fluid path. Changing the transmission fluid and filter could help, if not then the transmission needs to be checked by a transmission since the band is inside of it.
We have Camry 99 with automatic transmission and it requires transmission liquid Dextron 2 or Dextron 3.
The owners manual for the 1999 F150 shows Motorcraft MERCON ATF ( automatic transmission fluid ) for the 5 speed manual transmission
you need to change the fluid. my 99 grand am does that, it feels like you're shifting a manual from 1st to 2nd.
