I have a 95 YJ with a 2.5L 4 cyl, manual tranny - it gets about 17 on the highway. Not quite what you'd expect from an engine that size, but look at what it's trying to do - no streamlining at all. Ever try to hold a sheet of plywood in a wind? That's sort of the wind resistance a Wrangler has.
