Krylon Fusion Spray Paint. Remove, sand, paint and replace.
The above is very good advice, IF you want to do this. When you take them off, about 2 out of every 3 of the fastening clips will break and they are not that cheap. I found this out from a body shop expert who informed me I might be better off to look at after market items that fasten a different way. This body shop person has done work for me before and is fair in pricing. He told me, given that new fasten clips are often needed when the flares are taken off, the price for new fasteners and the paint work would be around $900. Now you know why I am searching for after market items. Good luck whichever way you choose to go.
Yes.
There should be some screws and nuts and bolts.

Fender flares on most vehicles, including the 2003 Jeep Liberty, are held together by pop rivets. Some vehicles might use a rivet that can be turned with a special square-tip screwdriver to remove it.
Sahara - body colored fender flares and most of the comfort stuff. Rubicon - heavy duty axles, air lockers, low range transfer case, larger tires. best suited for off-road use
Are you willing to install fender flares? If not stick with at least a 5.5" back spacing or they will stick out and redecorate the side of your JEEP with rock chips.
I suppose I could if I had a Jeep...
The x package is just under the Sahara package. It's a nicely equipped jeep, without the plastic body cladding and painted fender flares. The ones I have seen have air, tilt cruise power steering abs( sometimes) a lot also have the desirable Dana 44 with limited slip. Good platform for building a great jeep.
The first thing I would tell you is to check with the Dept. of Motor Vehicles in the state where you live. My son and I have Jeep Wranglers. His is a '98, mine is an '02. His Jeep has a 3 inch lift and big tires, mine has standard factory size wheels and tires. The first time I tried to take his through inspection, they told me the tires stuck out more than 2 in. past the fender flares and that it wouldn't pass. So, I went home, got out my floor jack and jack stands and swapped wheels and tires so his would pass. I wound up buying a new set of extended fender flares from quadratec.com and haven't had any problems since. Hope this helps.

if you mean 'fender', then no. the Cherokee body style changed in 1997
The engine computer is the voltage regulator on a 1991 Jeep. It is mounted to the inner fender, under the hood.
