A shim is a spacer that holds things apart. Many commercially available shims are designed for a specific purpose, such as for holding a starter motor the necessary distance from the engine block, and as such those shims are produced in varying thicknesses.

As one might guess, a "shim plate" would be a flat spacer that covers a little larger area.
