What did unhook or break while you were under the hood ?
A serpentine belt run multiple auxiliary applications (IE AC, Power Steering, Alternator)
A/C Condenser is on the serpentine route.
Belt about 20 bucks unless AC run by a "serpentine belt" (all one belt runs everything) then belt cost $ 80. and labor for serpentine $ 75. labor for just AC non serpentine belt $ 30
The balancer is attached to a flywheel that drives the serpentine belt for the water pump, power steering, etc. If harmonic balancer doesn't work, belt won't run, and eventually, neither will the car.
Yes. Not for long. The water pump, and alternator are driven off of the serpentine belt. If you remove it, your car will prolly die from lack of electrical power before it overheats. If you are removing it because of something not there, I.e. A/C Compressor you can buy a shorter belt for the non-A/C model, or you can get a "dummy" idler pulley to replace it.

The water pump on a 2000 Hyundai Sonata is driven by the timing belt.
on the front of the engine and it is run by the serpentine belt.
In the engine compartment, somewhere in front of the top of the radiator, there should be a diagram sticker showing how to run the serpentine belt
