It means that your 4wd is engaged. Jeep wrangler TC's dont have a differential so both the front and rear driveshafts turn at the same rate. This makes for bad use on dry pavement. The "Part time" light is just an idicator that says 4wd is engaged since the 4wd is only to be used offroad or on rocky/icy/muddy/slippery terrain and not "full time" or "AWD" (all wheel drive)
