I had the same thing happen in my 1998 Plymouth Neon and after talking to some other users, I have come to the conclusion that it can be considered normal in Neon cars. It seems to happen to everyone owning a Neon.
My experience with this in my 95 Plymouth neon is that it was a fuel pump going bad. Replaced it and the fuel filter and no more problems.
If you mean bottom out as in scraping the ground, you ever considered that a neon is only about 5 inches off the ground? LOL It could be the strut getting loose as well.
