Flush out the heater coils. Disconnect the 2 hoses that go from the engine block labeled Heater that run from the front of the engine to the firewall. These are 5/8" hoses and a standard water hose repair female adaptor will fit nicely. Connect you water hose to this adapter and run clean water through the hoses until the water comes clean. Remove the adapter and connect the hoses back. You should bet very hot air back again.
This is caused by a faulty heater core that has corroded and now has a leak. It needs to be replaced.
The heater inlet hose on a 1999 Jeep Wrangler 4.0L is located in the left, rear of the engine compartment. It connects directly to the heater core which circulates heat throughout the cabin.

mostlikely the jeeps been off road and mud and grass, or muddy water got to your heater core area,letting the smell airgate through out your heater when turned on.
You will be better off if you buy a service manual or borrow one from a library. You have to drain the freon, remove the entire dash, remove the heater/ac housing, and dissassemble the housing to access the heater core.
