If a 1987 Chevy Suburban has lights and horn, but no ignition, gauges, radio, or interior lights it could be a ground wire problem. It is possible that there is a short somewhere. Also check the dome light for a possible water leak in the headliner.
The only answer is that you have water in the fuel system.
To the left of the thermostat housing, It screews into the intake water jacket.
Cool the heater hose and then gently take it off

I currenty owne a 99 suburban and owned a 97. The leak is probably from the "weeper" hole on the bottom of the pump and if it is "leaking" then your water pump bearings are going out and you need to replace the pump. Both of my water pumps went out at 70,000 mile--cheap parts.
The MOST COMMON PROBLEM with that engine is that the intake manifold gasket BLOWS / LEAKS water into the engine crankcase and mixes with the oil. Replace the intake gasket and FLUSH The engine oil and change the oil filter SEVERAL TIMES Untill engine cleans up.
Check your oil, if it looks abnormal, like chocolate milk, that means there is water in the oil, your head is cracked.
