If the PCM isn't returning signal, even with a functional fuse and a clean 12v signal from the battery (If you are unsure of the battery's health, perhaps a new one is in order as well. the PCM requires a clean, dedicated signal, and an older/corroded battery can cause a weakening or interruption of the PCM 12v signal), It is possible the computer has been accidentally flashed over. A good next step would be to remove the PCM from the vehicle and bring it to your local GM dealer, preferably a GMC/Chevrolet (since they'll have the most knowledge of the workings of the 4.3 Vortec motors and electronics) dealer with a Tech II scan gauge. They will be able to tell you if there is an issue with the PCM.
