in answer to this question i don't know how to adjust the height they move when the lights are turned on or of with the switch, but there is a knob below the motor on each light that will manually raise or lower the light

its usually behind the headlight, its hard to see but if you look behind the headlight or feel behind it you should feel a + screw or a 10cm bolt. i have a 03 and i can get to the driver side somewhat easy but for the passenger i have to remove my bumper and then take off the headlights to get to them.
There is an adjustment screw behind each headlight inside the engine bay. Clockwise adjustment raises the beam, counter-clockwise lowers it.
Pop the hood and behind the headlights there are 3 black washers on each headlight. You must squeeze the sides of the washers in and then the headlight slides right out.

You will need to first disconnect the electrical connection behind the headlights. You can then detach the cover and dry out the headlight. Make sure the source is not a cracked lens.
It is tied up and located behind one of the headlights. Mine is located behind the driver's side headlight.
To adjust your headlights on a tj, you first have to remove the chrome trim ring around the headlights. there are 3 torx screws that hold the trim ring in place. Behind that there are 2 adjustment screws that are torx screws. You can loosen or tighten them to adjust the beam. there are 2 screws that adjust, the other three in there are to hold the headlight down. The top screw adjusts the up-down aim, the side screw adjusts the left-right aim. And if you have a skinny-enough torx-head screwdriver, there is no need to remove the trim ring first. They are very small (4MM) hex head adjusters.
