Fuse # 21 is an orange colored 40 amp fuse for the power windows
The 1997 Mercury Mountaineer power window fuse will be the number seven fuse. The number seven fuse will be in the first column, third from the bottom.
Fuse number 12 in the power distribution box in the engine compartment. I believe it is a 15 amp fuse.
