The fuel pump test port or, fuel pressure test port as it is known in the service manuals, is a little hard to find. It is located on the left side of the engine (passenger side) on the fuel rail (the aluminum tubing that provides fuel to each of the fuel injectors), close to the fire wall header.
On my Expedition, the A/C lines and two electrical wire bundles were obscuring it from view. It is there, just be persistent and carefully move the hoses and wiring around until visible. The cover cap on mine appears to at one time to have been green. It is a Schrader valve, so be prepared with the correct adapter for using your fuel pressure gauge.

According to the Owner Guide , fuse # 3 is a 20 amp fuse for the OBD II scan tool connection and cigarette lighter on a 2002 Ford Expedition

The diagnostic port on a 94 Ford Taurus is located under the hood near the firewall usually on the driver's side. Ford started producing the Taurus in 1985.
