For a long period of time? No, it is not. It will cause a lot of damage to your car. The serpentine belt not only controls the alternator (which without, your battery will be drained fairly fast), but it also controls the water pump (depending on the system in question). Without the water pump in action, you risk overheating your car and causing VERY expensive repairs.
For a short distance on the other hand (say to the mechanics shop a mile down the road), you shouldn't have too many problems. Just pay close attention to the temp gauge on the car and make sure you are not overheating.
Depending on the distance, you should have it towed if you're trying to get more than a few miles away. If you know enough about your car, you can always get a ride to the auto parts shop and grab a new belt. (Takes about 10 minutes to change and you only need a socket wrench to tighten/loosen the tensioner nut.)
Regardless, I do not suggest driving it without a belt for anywhere over than a few miles. Also be sure to drive safely as you will need additional time to turn without your Power Steering.

Your "Owner's Manual" recommend to ISNPECT the Engine Accessory Drive Belt at every 150,000 miles (see page 6-9). To be safe, do it at every oil change. Replace if necessary.....
Perfectly safe to drive without, but could affect fuel economy. Shield helps with aerodynamics. Entire "engine shield" should be in place though, or heavy rain will cause the serpentine belt to glaze. Personal experience on that one.
Most serpentine belts can be changed on the side of the road. It is usually an extremely simple procedure.
