The 1996 Ford Explorer is definitely OBD II / EEC V , my late 1995 Ford Explorer has both the EEC TEST connection in the engine compartment for OBD I / EEC IV but it also has the Data Link Connector ( DLC ) under the steering wheel for the newer system which has confused some of the newer technicians ( and myself )
There is no OBD plug as found on OBD2 compliant vehicles. But there is a plug under the hood. Click the links.
The OBD-II connector on the 2006 Ford Explorer is located above and in front of the parking brake release, behind the dash trim.

Check the VECI label under the hood on the top of the throttle body. should say OBDII compliant. Usually cars 1996-up is OBDII compliant.
A 1994 Ford Explorer is OBD - I / EEC -IV , there is an EEC TEST connection in your engine compartment by your power distribution box
under the hood by the battery didn't OBD-ll come out in 1996? the ford eec-iiv or iv plug is located at that spot. you need the ford code reader for trucks to 1995. The Ford F250 and larger models were not mandated to use OBDII until even later than 1996, some as late as 2002, even though they still use the OBDII connector. Your 1989 may not even be OBD standards compliant.
I drive a 1995 Ford Explorer and as far as I know it doesn't have a knock sensor My Haynes repair manual engine wiring schematic shows a knock sensor on the 1996 Ford Explorer - OBD II / EEC V system
