The fuel cut off switch also known as the inertial switch is found under the dashboard. It will be mounted with two screws in front of the gas pedal.
It is located on drivers side kick panel down by the fuse box under steering wheel area.

I assume you are looking for the fuel pump shut off switch ( inertia switch ) In the passenger foot well ( right side ) the kick panel is the interior trim panel , in front of the door , beside the FRONT passengers feet ( there is an access panel on the kick panel that gives you access to the inertia switch )
