I solved the problem myself. The answer was so obvious I overlooked it. It turns out I was low on coolant. The vehicle's coolant overflow tank was full but malfunctioning, which led me to believe the radiator was full. In fact, the radiator was about a gallon low. also check the thermostat may be stuck
