I finally found the problem myself! There is a fuse locked inside of a black plastic frame located in position #12 in the fuse block on the left side of the dash. Its hard to get out but it controls the radio, mirrors, and interior lights! You have to pull it out and then flip open the frame to remove the fuse.
You will need a small flat head screwdriver to pop the clasp on the back side of the black "fuse cover". Once it's opened, you can slide the fuse out.
This fuse also controls the yellow "Memory" wire to the radio... It took me a few hours of labor and Google searches to figure this out...

Yes, check the one labled "IOD" in the panel on the end of the dash.

The Ignition Off Draw fuse feeds radio memory, interior lights and items such as power mirrors, etc
There is a faulty fuse that goes to the interior lights. There could also be a short in the wiring that leads to the lights.

A blown fuse can cause the dashlights and taillights to stop working on a 2001 Dodge 1500.
If the interior lights come on and go of and chimes sound off f on a 1997 Dodge Caravan there could be a loose connection somewhere. This is a common condition with the Dodge Caravan series.
check for a blown fuse in the fuse box.
