Not practical to try to fix a heater core. Replace it with a new one.
You cannot fix the heater core but instead you must replace it and this will be a complete dash pull along with discharging and recharging the a/c system.....its a very long and complicated job................

easiest way to fix a heater core prob, especially if it's stopped up, is to flush it, but if you don't want to take the risk, then you need to tear out the dash. That's a job.
The heater core is underneath the dash in the middle section right behind the console. You can fix it by removing the dash.
In order to probably repair the heater core in your 2000 New Beetle, you will probably have to get the entire heater core replaced.
