the cable runs from the engine, through the firewall and up into the steering column. You have to take off the steering wheel and the dash cover above the steering column. This is easier said than done so I will give you the advice I give everyone, GET THE BOOK. Go to your local parts store and buy the book on the car. Get the Hanes manual, then if you have additional questions you can call the Hanes techs and they can walk you through anything that isn't clear in the book.

no no no.... its held in with a tab bolted down and a clip located on the back of the tranny.its the only cable to the back of the trans.it goes from the tranny behind the motor into the fire wall comes out behind the center of the dash to the cluster.just move your seat back with your back on the floor to see under the dash and remove the cluster cover to see it all...you can pull it out by just pulling on the cable out from the cluster from the tranny side.the rubber comes out to just make sure you remove the clip from the back of the speedo
try pulling out the dash. there should be a cable of some sort back there. spray some WD40 on it.

There is not speedometer cable on a 1996 Honda Civic. There is a throttle cable. Top replace this unhook it from the throttle body and gas pedal. Hook on the new cable to snake it through the firewall. Properly hook the throttle cable to the gas pedal and throttle body.
