If the cable broke at the pull under the dash, and it is still sticking out of the casing, behind the pull, you should be able to grab the end of the cable with a pair of plyers and give it a yank to pull the cable and open the hood. If it broke somewhere between the pull, inside the car, and the latch, under the hood, best bet would be if you can see under the front of the car and reach up, you can release it that way, by pulling on the cable.
Try to find the cable that the hood release would normally pull, you might have to remove some panels. Try pulling that with a vice grips.

Use a screwdriver,pliers, or whatever to activate the lever. Move the lever in the same direction as the cable would and the hood should release.
i had the same problem. the hood release is controlled by a cable. what i had to do was take off the cover by the driver side seat,grab the cable with a pair of vise gripps and pull the wire in the cable with a pair of pliers. it sounds crude but that's the only way to get the hood up. by the way,i would take it somewhere to get the cable replaced.it's buried!!!!!

You can probably just replace the inside handle and not have to run a new cable. AnswerI assume the handle broke off in the car. You will have to by a new cable/handle assembly ($30.00) so I would: Cut the remaining handle and end off the cable housing so you can get at the inner cable core. Then take a vise grip and pull on the inner core to release hood latch. New housing/cable assemblies are available at your Ford dealer.
