No they are not. 1968 fenders are different than 1965, 66 or 67. The side marker lamps are different. Take a look at a picture of a 1968 cadillac and a 1967 cadillac to see the differences.
The indicators are located on the front fenders
With different fender contours it would not be an exact fit
4 doors aren't in great demand, it's whatever you can get out of it.
1968-72 are the same fenders. There may be minor differences in the other years that wouldn't be hard to change, just have to hold them up next to each other and see.
As long as the 73 isn't a super beetle then yes they should fit.

This is a two-part answer. If your car has stock fenders, I would stick with standard 165R15 tires because anything much wider will rub. You can get fiberglass fenders for Bugs that will let you put any width tire you want on there.
Should be a 5x4 unless some one put the big bolt pattern on then it would be 5x4-1/2
