They run on 12 volts.

Hi, The cooling fans in these vans are controlled by the engine computer, which controls 3 different relays to turn the fans on at low and high speeds. There are also a couple of fuses that supply power to the fans. So you have a few things to look at. The relays and fuses are all located in the fuse box that is under the hood. I would start there, using a multimeter to check for power at both sides of each fuse. There should be a label inside the fuse box that will help you locate which fuses to test and which relays are used for the fans. the most common cause is the fan module
The cooling fan relays, there are three, are located in the fuse box under the hood above the battery.
under the hood with the other fuses like your primary and secondary cooling fans under the hood with the other fuses like your primary and secondary cooling fans
check fan relay/fan relay control module
The cooling fans are the only cooling source for a air cooled engine.
