The rear wheels of a 2wd pickup seldom have much weight. The sandbags can give just a little more weight to the rear, providing a slight advantage in weight distribution. If you have a 4wd it won't help you at all.
There should be a button on your truck that looks like a truck sliding or swirving. Press the button and traction control off should appear on your dash.

It's because (a) the more wheels it has, the more weight it can carry, and (b) more wheels means more traction on the road.
