I looked up the 1995 Lincoln Town Car on one of the Ford websites and the
drawings show that the starter flange has ( 2 bolts )

Two bolts hold the starter to the block. There may also be a brace on the other end of the starter.

The 2000 Mercury Sable starter will have three retaining bolts. There will be two cable retaining nuts on the front of the starter.
if it is a dohc motor it will be four but if its a single over head cam it should be 2

Some have 2 bolts, others have 3 bolts and a few have another bracket for support at the front of the starter. Depends on the application you failed to mention.
There are 2 bolts that hold the starter in place and 2 nuts that hold the wiring to the solenoid.
There are 3 bolts on the starter. Mine have 10 mm heads. There is a bolt at the very top of the starter that is very hard to get at. I used a short 10 mm wrench to break it loose and was very lucky that I was able to turn it out with my finger tips. Reinstalling this bolt was not easy to get tightened, but with some persistance, it can be done.
