You'll have to round up a strong flashlight, a mirror, and some patience because believe it or not, the 'cold' mark line IS on that tank - somewhere....good luck! ..BB The level should be to the line in the tank. There is a line "wall" inside the tank right in the middle if you are looking in the cap hole. Fill it to the top of the "wall" and that, you will see is the full level on the outside of the jug if you get the flashlight and mirror
It will draw it in from the overflow tank when it is needed. Fill that up to the proper line.
your Toyota should have an overflow bottle to retain the antifreeze during normal operations. Unless it is overfull, I would be looking for a leak.
The coolant add/overfill jug is on the left side of the motor when your looking at it. Add coolant up the closest line towards the top, and only when the engine is cold.

A 50/50 mix of distilled water and Dexcool antifreeze.
Its inside the coolant overflow tank/reservoir (its the plastic reservoir where you pour in your coolant). Look on the side (the side that faces the engine) and you'll see an electrical wire is connected by a harness. That's your coolant level sensor.
Look in the overflow container. Is it clear (water) or has a coolant color (usually green) ? Does it feel like plain water or slightly fluid feel ? If overflow or radiator have orange rust color, recommend clean cooling system & replace with new coolant.
If you are getting exhaust smoke coming out of the radiator overflow, you need to replace the head gasket that seals the cylinder from the cylinder cap where your coolant runs through to cool the engine.
Fan should come on when the A/C is turned on. Fan should also come on around 1mm before redline or at the very edge of redline as per the gauge on the cluster.
The light you are describing indicates low coolant level in the coolant reservoir.
