A 1997 Crown Vic motor will fit a 1993 Crown Vic, both cars came with the exact same engine from the factory.
I had the same thing on my 2000 Crown Vic PI and it was the motor.
You must go to a service outlet. Without the proper equipment, you could damage the whole system by over charging it.
Put in a bigger engine.
Disc on all 4.

i don't know why you wouldn't want to wear a seatbelt but you could go to a junkyard and get the male end from another vic and cut it off the belt and place it in the offending seatbelt end
If you get after market, which I really would do, then you will be able to find a shop to do both for around $ 500.00. If you go to Ford, you could buy another car for what they will charge you.
